India is moving towards an end-to-end telecom value chain, Union Minister Jyotiraditya M. Scindia said at India Mobile Congress (IMC) 2026 in New Delhi.
Scindia joined a CEO Round Table on “The Sovereign Inflection and the Future of Telecom” at the 10th edition of IMC, held at Yashobhoomi. He holds the Communications and Development of North Eastern Region portfolios.
Industry leaders discuss the future of telecom
Senior leaders from telecom service providers, network equipment makers, technology companies, digital infrastructure firms and advisory bodies took part. The session was organised under the theme “Scale Without Boundaries”.
Discussions covered the telecom value chain and the convergence of Artificial Intelligence, cloud and compute, advanced connectivity and intelligent networks. Participants also talked about building domestic capabilities and resilient digital infrastructure.
Amit Agrawal, Secretary, Department of Telecommunications, also took part, along with senior officials of the department.
Minister points to India’s gains
Scindia said India has made major gains in the last decade in coverage, penetration, affordability and inclusivity. He said these gains have laid a foundation for digital applications.
He said India is the second largest telecom market and the second largest mobile phone producer. He added that 8-9 semiconductor fabs are coming up in the country, which he linked to the vision of Prime Minister Narendra Modi.
He said the next phase will depend on who writes the rules, who makes the equipment, who designs innovation and who builds the technology.
Government’s role and next steps
Scindia stressed a partnership between the Government and industry. He described the Department of Telecommunications as an enabler and facilitator for the sector.
He said the telecom ecosystem includes equipment and optical fibre makers, service providers, internet service providers, applications, platforms and AI. The combined strength of these segments will shape India’s competitiveness and resilience, he said.
The department said it will keep engaging with industry, innovators, technology companies and other partners. The aim is a robust, inclusive digital communications ecosystem and a stronger position for India as a global telecom innovation hub.
