The two-day National Conclave on “Constitutional Rights and Legal Provisions for Tribal Communities” (6th to 7th October 2026) organized in Scope Complex, Delhi, was inaugurated by Shri Jual Oram, Hon’ble Union Minister of Tribal Affairs.

The Conclave aims at bringing together senior officers from tribal welfare and revenue departments from various states/UT across the country along with distinguished experts to brainstorm on the challenges faced by tribal communities in availing their constitutional rights and come up with possible recommendations and course correction measures. 

In his inaugural address Shri Jual Oram urged the participants to share their experiences and best practices thereby enabling others to learn from one another on matters relating to the constitutional rights and safeguards of tribal communities. He also stressed the importance of understanding the challenges faced by the communities from the field level officials, which will enable the central government to come up with solutions and practical guidelines.

The Hon’ble Minister of States for Tribal affairs Shri Durgadas Uikey addressed the gathering through video conferencing. He emphasized the need for simple, transparent, time-bound and citizen-friendly processes while maintaining effective safeguards against fraudulent claims.

Smt Ranjana Chopra, Secretary Tribal Affairs expressed hope that the two-day conclave will bring out common challenges, replicable best practices, role of digitization of records, streamlined documentation, online tracking, effective grievance redressal and stronger inter-State verification mechanisms.

More than 75 delegates from around 30 states/UTs are attending the conclave. The Conclave will have technical sessions, open discussions and experience sharing sessions.

The deliberations of the Conclave are expected to contribute towards strengthening the implementation of constitutional safeguards and promoting effective, transparent and accessible protection and services for tribal communities.
