AI for development: Vaishnaw launches World Bank report in New Delhi

The World Bank's World Development Report 2026 on AI was launched in New Delhi, with Gujarat's AgriStack and animal-health AI cited as examples. The report urges developing countries to adapt AI tools to local needs rather than build them from scratch.

A World Bank report on artificial intelligence was launched in New Delhi today. Gujarat’s AgriStack and animal-health AI were cited as examples of what works.

A framework for developing economies

The report, World Development Report 2026: The Promise of Artificial Intelligence, examines the opportunities and challenges AI presents for developing economies. It sets out how countries can use AI through adoption, adaptation and advancement.

The launch was organised by the IndiaAI Mission, under the Ministry of Electronics and Information Technology (MeitY), with the World Bank Group. Policymakers, development experts and technology leaders took part, along with a State AI Showcase.

The report says AI can widen access to expertise, raise productivity and improve service delivery. It is already used in medical screening, farm decisions and education. Gains depend on reliable electricity, connectivity, computing infrastructure, quality data, skills and capable institutions.

Examples from farms and clinics

Union Minister Ashwini Vaishnaw delivered the keynote address and presented the report. He said AI is changing the lives of ordinary people.

He cited Baramati, where sugarcane yields rose by 40 per cent with 30 per cent less water and fertiliser. Farmers used voice on a phone, without ever using a computer. He said TB detection rose by 35 per cent in healthcare.

Vaishnaw said the Baramati initiative draws on satellite, IoT and weather data, and has also lowered labour costs. In Gujarat, AgriStack is used by 5 lakh farmers. AI for animal health through Sarlaben benefits 3 crore cattle and their farmers.

The Government is building an AI ecosystem under the IndiaAI Mission across seven pillars. These cover compute capacity, an innovation centre for indigenous foundation models, a datasets platform called AIKosh, application development, FutureSkills, startup financing, and Safe and Trusted AI.

Lessons from the panel and showcase

Michael Kremer, Chief Economist and Senior Vice President of the World Bank Group, gave the keynote lecture. He said India’s AI progress holds lessons for the wider developing world.

Kremer cited India’s AI-based monsoon forecasting. The model predicted the unusual 2025 monsoon, and Ethiopia is now following India’s lead. He said government has an important role where commercial incentives are weak.

S. Krishnan, Secretary, MeitY, said the report aligns closely with India’s AI roadmap. He said India should rely on existing laws and voluntary compliance, and revisit regulation as the technology evolves.

A high-level panel discussed making AI work for development in India. Panellists urged a move from isolated pilots to evidence-based scale-up, along with better data and compute access.

The State AI Showcase featured four solutions:

  • Navachetana, an AI-enabled early screening initiative for children aged 0 to 6 years, presented by Andhra Pradesh
  • MahaVISTAAR AI, a platform for personalised farm advisories and digital services, presented by Maharashtra
  • EdskGrid, a GeoAI governance intelligence solution for education, presented by Meghalaya
  • Vyuhaa-Cerviai, a cervical cancer screening solution for the point of care, presented by Vyuhaa Med Data

The event concluded with closing remarks by Md. Y. Safirulla K., Director, IndiaAI Mission.
