  • Special Campaign 6 goes beyond cleanliness to promote efficiency, sustainability and the vision of ‘waste to wealth’: Dr. Jitendra Singh

Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences and Minister of State in the Prime Minister's Office, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh visited the office of the Department of Administrative Reforms and Public Grievances (DARPG) at Sardar Patel Bhawan, New Delhi on October 5, 2026 and reviewed the progress of Special Campaign 6. The objective of this campaign was to institutionalize cleanliness in all government offices, reduce pendency of cases and promote efficient use of resources.

Shri Singh reviewed the progress of this campaign with DARPG Secretary Mrs. Nivedita Shukla Verma, Additional Secretary Mr. Puneet Yadav, Joint Secretary Mr. Avnish Kumar Mishra and other senior officials. In line with Prime Minister Shri Narendra Modi's vision of Swachh Bharat, this campaign further strengthens the government's commitment towards cleanliness and good governance.

During this visit, Dr. Jitendra Singh directed the officials to accelerate the move from physical records to e-files under Special Drive 6. Emphasizing on efficiency, transparency and easy access, he called for accelerated digitization of records and adoption of better methods of records management for better governance and more efficient office functioning.

Dr Singh in his address emphasized that recycling of e-waste and other scrap also contributes to the Government's broader “Waste to Wealth” vision and promotes the principles of recycling and circular economy. Under this, instead of allowing the resources to accumulate as waste, useful materials or resources are recovered from them and put to productive use.

He said that key areas of the campaign are being monitored through a single digital platform. These include scientific disposal of e-waste, timely disposal of pending cases like MPs' references, parliamentary assurances, Prime Minister's Office and IMC references and State Governments references, better record management, disposal of files and cleanliness drives in offices with optimum utilization of space to increase efficiency and sustainability.

Dr. Jitendra Singh appreciated the efforts of DARPG, the nodal department for conducting the special campaign, which has worked to institutionalize this campaign from the year 2021. He said that Special Campaign 6 has gone beyond cleanliness to become a comprehensive effort to strengthen good governance, improve administrative efficiency and promote sustainable practices in all government offices.

Referring to the activities launched from 2 October 2026, Shri Singh underlined the enduring relevance of Mahatma Gandhi's vision of cleanliness and its integration with administrative reforms. He stressed that cleanliness and efficiency should become consistent practices in daily governance and public service.

He further said that this campaign represents the collective responsibility of citizens and institutions. Every individual, office and community has a role to play in promoting cleanliness, efficiency and sustainable practices within the broader mission of nation building.

Through Special Drive 6, government offices are not only becoming more clean and tidy but also improving office efficiency, reusing valuable space, reducing pendency, promoting recycling and ensuring that waste is put to productive use wherever possible. This campaign is continuously moving government institutions towards greater administrative efficiency, sustainable practices and cleaner and more accountable governance.

A key focus of the campaign is to identify and repurpose sites cluttered with unusable materials and discarded items. At DARPG, a space which was lying unused and filled with junk for a long time has been completely cleaned and converted into a spacious common room for the convenience and welfare of the employees. Initiatives like these showcase how the campaign is helping transform underutilized spaces into productive and employee-friendly facilities.
