The Ministry of Road Transport and Highways will organize Chintan Shivir 2026 at Ekta Nagar in Narmada district of Gujarat on 5-6 October 2026, in which senior representatives of the Centre, States and implementing agencies will come together to deliberate on key issues related to the development and delivery of highway infrastructure in the country.

The inaugural session to be held on October 5 will be addressed by Road Transport and Highways Minister Shri Nitin Gadkari and Ministers of State Shri Ajay Tamta and Shri Harsh Malhotra.

Road Transport and Public Works Ministers of the States have been invited to participate in the Chintan Shivir along with senior officials of the State Public Welfare Departments, implementing agencies and other stakeholders. Their participation will facilitate Centre-State coordination and exchange of grassroots experiences, best practices and practical solutions.

The two-day conference will focus on identifying key implementation challenges and deliberating on innovative and replicable approaches as well as policy and institutional interventions to improve project delivery, quality, safety and efficiency in the highway sector.

The Chintan Shivir will have five key thematic sessions including PM Gatishakti and Integrated Infrastructure Scheme; Land acquisition and land amount; Model Concession Agreements and Ratings; Design of Safe Highways; and include quality assurance and project monitoring.

The session on Pradhan Mantri Gatishakti and Integrated Infrastructure Planning will focus on coordinated and integrated planning for infrastructure development. The discussion on land acquisition and land amount will provide an opportunity to deliberate on issues affecting project implementation and measures for smooth project execution. The session on Model Concession Agreements and Ratings will focus on relevant contractual and implementation aspects, while the session on Design of Safe Highways will discuss road safety considerations in highway planning and development. The Quality Assurance and Project Monitoring session will discuss measures to strengthen quality, monitoring and project outcomes.

The Chintan Shivir is envisaged as a platform for focused, result-oriented deliberations and actionable solutions, strengthening collaboration between the Center and States and contributing to the development of safe, high-quality and future-ready highway infrastructure.
