India and Japan have launched an operational manual for their Joint Crediting Mechanism (JCM), which sets out how carbon-reduction projects will run. The launch took place in New Delhi on 30 September 2026.

Ambassador of Japan to India Keiichi Ono and Tanmay Kumar, then Secretary, Ministry of Environment, Forest and Climate Change (MoEFCC), launched the manual together.

What the mechanism aims to do

The JCM aims to speed up the use of advanced low-carbon technologies in India. It also seeks to mobilise climate finance and support technology cooperation.

It is meant to back high-integrity emission reductions and removals in India. The mechanism will contribute to sustainable development while building confidence and transparency in international carbon markets.

From project idea to credits

The manual lays out procedures for the whole project cycle. The process starts with a Project Idea Note and ends with the issuance and authorization of JCM credits.

The launch marks a significant step in bilateral cooperation under Article 6.2 of the Paris Agreement. It follows the signing of a Memorandum of Cooperation (MoC) on 7 August 2025.

Moving to implementation

The Rule of Implementation (RoI) was adopted on 8 June 2026, before the manual was launched.

Officials see the manual as a shift from institutional preparation to implementation. It gives a single procedural framework for activities under the India-Japan JCM.
