The basic mantra of the agricultural policies of the Central Government is to make the country completely self-reliant in direct financial assistance to farmers, easy institutional credit, digital empowerment, modern rural infrastructure, natural farming, strong Farmer Producer Organization (FPO) and pulses and oilseeds. To realize this objective on the ground, the first overall monthly review meeting of the Ministry was organized today at Krishi Bhawan under the chairmanship of Union Minister of Agriculture, Farmers Welfare and Rural Development, Shri Shivraj Singh Chouhan. Based on Prime Minister Shri Narendra Modi's vision of “Change in life, not in file”, Union Minister Shri Chouhan clarified that the aim of the government is not only to increase the production figures, but also to provide maximum economic opportunities to the farmers by eliminating foreign dependence on imports. In this high-level meeting, it was decided that the functioning of all departments, divisions and national missions of the Ministry will now be regularly reviewed every month and monthly financial and physical targets will be set for the officers. Senior officials including Union Agriculture Secretary Shri Atish Chandra were present in the meeting.
In the review meeting, historic achievements like creation of more than 10.77 crore unique 'Farmer IDs' under the Digital Agriculture Mission, crossing the national target in pulses and oilseeds, unprecedented expansion of natural farming and significant increase of 23 percent in the crop insurance scheme were underlined, which were appreciated by Union Minister Shivraj Singh. Along with this, the outline of the nationwide 'Save Farm Campaign' which is going to start from this month itself was decided to protect the soil of the fields and protect the crops. At the same time, while assuring the states to continue the approvals under the Prime Minister National Agricultural Development Scheme, Union Minister Shri Chouhan also gave strict instructions to remove administrative laxity in the lagging states and districts.

During the review meeting, Union Minister Shri Shivraj Singh Chouhan informed about a big nationwide campaign to save the fields from deteriorating soil health, stubble and residue management and unbalanced use of chemical fertilizers. An intensive 'Save Farm Campaign' is being started in the entire country from 22nd of this month. The Union Minister directed the officials that the design and ground implementation of this campaign should be so strong that its direct and maximum benefits reach the farmers of every village. He said that saving farms is not just a matter of agriculture, but a matter related to the future of the country and the security of nutrition of future generations. Under this, agricultural scientists and field staff will directly reach the fields where farmers will be made practically aware about soil testing, conservation of organic elements, non-burning of stubble and balanced nutrient management.
digital Revolution Of New Chapter: 10.77 Ten million farmer ID after becoming Ready
In the review meeting, information was given about the Digital Agriculture Mission that against the national target of digital integration of total 14 crore farmers in the country, digital farmer ID of more than 10.77 crore farmers has been successfully created so far. Union Minister Shri Shivraj Singh Chouhan described it as the strongest basis for economic empowerment of small and marginal farmers of the country. This unique digital identity has become a transparent medium to provide subsidy, cheap institutional credit (KCC), MSP purchase, crop insurance and disaster relief directly to the farmer's bank account by eliminating the network of middlemen, thereby eliminating the time of paper formalities.
Under the expansion of digital infrastructure, digital survey of more than 26.73 crore fields has been completed so far during the current Kharif season in Digital Crop Survey, due to which accurate information about crops is being received directly from satellite and mobile app. With this, 100 percent digital mapping of 8.03 million hectare area has been completed under the National Soil Mapping Programme. Union Minister Shri Shivraj Singh directed that in the states where the pace of Farmer ID and digital survey is slow, special camps should be organized and all the farmers should be immediately connected to the digital platform.
pulses And oilseeds In self-reliance: National Target From Ahead turned out Country
The ongoing national missions to free the country from import dependence have yielded very encouraging results. Under the National Pulses Self-Reliance Mission, area, production and productivity of pulses - all three remained ahead of the national targets in the year 2025-26. There was a record production of 274.09 lakh tonnes of pulses in the country against the target of 266 lakh tonnes, while the area under sowing crossed the target of 283 lakh hectares and reached 286.46 lakh hectares. Union Minister Shri Shivraj Singh said that the current seasonal and policy conditions are most favorable for pulses production, hence this opportunity should be converted into a historic national achievement.
Similarly, in the Edible Oil-Oilseeds Mission, during the year 2025-26, 430.59 lakh tonnes of oilseeds were produced against the target of 427 lakh tonnes and the sowing area reached 308.86 lakh hectares above the target. Domestic edible oil production in the country has increased from 121.75 lakh tonnes in 2023-24 to 129.96 lakh tonnes in 2025-26. At the same time, against the target of 1.19 lakh hectares of new area set for the year 2026-27 in the Oil Palm Mission, about 50 thousand hectares of area has been covered in the initial months itself, that is, about 42 percent of the target of the current year has been achieved in the initial phase itself.
Natural Farming, gardening And FPO Of unprecedented Expansion
National Natural Farming Mission has achieved much better results than the targets set. In the year 2025-26, against the target of 18.75 lakh farmers, 20.93 lakh farmers adopted natural farming and against the target of 7.50 lakh hectare, 10.32 lakh hectare area was brought under natural farming. Till now, a total of 27.32 lakh farmers have joined natural farming across the country and a total area of 12.85 lakh hectares has been covered. More than 33,257 'Krishi Sakhis' and community resource persons have been deployed to take this mission to every village. Giving the example of his visit to Andhra Pradesh, Minister Shri Shivraj Singh said that farmers there have directly benefited from natural farming even in less rainfall.
In the horticulture sector, there has been a record horticulture production of 370.84 million tonnes in the country against the target of 360 million tonnes under the Mission for Integrated Development of Horticulture. Under this, 187 new nurseries were developed against the target of 50 new nurseries and 1.90 lakh hectares of new orchards were developed against the target of 1 lakh hectares. At the same time, against the target of adding 2.40 lakh additional farmers under the 10,000 FPO scheme, 30.11 lakh farmers joined FPO, which has strengthened the collective access of small farmers to the market and the average annual turnover of FPO has increased from ₹38 lakh to ₹141.76 lakh.

While reviewing the Prime Minister National Agricultural Development Scheme, Union Minister Shri Chouhan made it clear that keeping in mind the priorities of the states and the interests of the farmers, new approvals are being given continuously by the Centre. So far, 664 new projects have been approved by the Project Approval Committee for the year 2026-27, which includes 314 laboratories, warehouses and custom hiring centers and 303 seed production and area expansion projects. Loans worth more than Rs. 1.73 lakh crore have been approved in the villages. Modern warehouse, cold storage, primary processing center and custom hiring center are being built at a cost of more than Rs. Apart from this, Rs 245 crore has been provided under the AgriSURE fund launched for new agri-startups. Financial commitment of Rs. 10,000 has been released which is giving impetus to the innovation of rural youth.

Confirming the increasing confidence of farmers towards the Pradhan Mantri Crop Insurance Scheme, Union Minister Shri Shivraj Singh said that compared to the enrollment of 2.30 crore farmers in the last Kharif, this figure has increased by 23 percent to 2.83 crore in the current Kharif. At the same time, the insured area increased to 2.97 crore hectares and the insured amount to Rs 1.45 lakh crore. Jumped from Rs 1.86 lakh crore. Has reached a record level of Rs. Shri Shivraj Singh gave instructions for major changes in the extension system to take agricultural research out of the laboratory and directly to the farmer's field. He said that instead of working separately, Agricultural Technology Management Agency (ATMA), Krishi Vigyan Kendra (KVK) and State Agricultural Universities should coordinate as 'one team' so that the technical advice of scientists reaches farmers directly and the distance from 'lab to land' is bridged. Apart from this, during the review of Atma Yojana, the Union Minister said that by changing the format of traditional fairs, farmer fairs should be organized in a more useful, modern and participatory format, so that direct participation of maximum farmers can be ensured.
In the review of specific crops, it was told that under the Makhana Vikas Yojana, farmers are getting up to three times more value for their produce, for which Union Minister Shri Shivraj Singh asked to increase the scope of training and cross-check its quality. Along with this, emphasis was laid on accelerating the works of National Bamboo Mission, National Beekeeping and Honey Mission, 'Kapas Kanti' Mission approved to increase the productivity of cotton and Organic Value Addition (MOVCDNER) in the North-East.

Under the Pradhan Mantri Dhan Dhanya Krishi Yojana, the district ranking based on 74 output indicators was reviewed. The country's overall average score has improved from 18.85 in April to 46.89 in August. Praising the performance of the top 10 districts, Union Minister Shri Shivraj Singh expressed concern over those districts which continue to remain at the bottom or are lax in the implementation of schemes. He bluntly said that this situation will not be acceptable in the districts which have been sluggish. Instructions were given to the officials to keep such districts and agriculture ministers of the states informed about the situation and if necessary, they themselves would resolve the deadlock by holding direct discussions with the Chief Ministers so that farmers in every part of the country get equal benefits.
In the review meeting, Union Minister Shri Shivraj Singh Chouhan issued clear, time-bound and result-oriented guidelines to all the senior officials and mission directors present. He said that the entire preparation for the 'Khet Bachao Abhiyaan' starting this month should be visible on the ground, in which scientists, KVK experts and field staff should reach the fields directly so that more and more farmers can get the right technology and benefits of soil conservation, stubble management and fertility enhancement. Emphasizing on financial discipline, Union Minister Shri Chouhan directed that monthly monitoring of financial and physical progress will be mandatory for every department and planning division and by eliminating dependence on the last months of the financial year, expenditure and ground work should be ensured as per the prescribed quarterly ratio. Similarly, in states where the work of Digital ID and Digital Crop Survey is slow, camps should be organized on priority basis in coordination with the state governments, so that no eligible farmer is left out of the digital vision of the Prime Minister. Giving a strict order to completely stop transparency and leakage, Union Minister Shri Shivraj Singh said that 100 percent eligible farmers should be immediately added to PM-Kisan and any kind of ineligible beneficiary should be removed from the list. At the same time, there should be a monthly assessment of the actual procurement of the procurement system in PM-ASHA and the leakage in procurement should be completely eliminated by stopping the practice of repeatedly extending the procurement deadline after the completion of the prescribed period of three months. Under the Pradhan Mantri Fasal Bima Yojana, he directed to keep the process of claim settlement of farmers transparent, not to keep any claim unnecessarily pending and to compulsorily resolve the complaints related to farmers within the stipulated time limit.
Union Minister Shri Shivraj Singh also made it clear that instead of relying only on paper reports, senior officials themselves should visit the field and cross-check the Makhana Mission training, natural farming model, usefulness of Soil Health Card and impact of farmer fairs at the ground level. He stressed that regular follow-up should be done with the district administration and state agriculture secretaries of the districts which are continuously coming down in the ranking so that the regional disparity is eliminated and the benefits of all the welfare schemes of Prime Minister Shri Narendra Modi can reach the small and marginal farmers standing at the last mile.
