The Union Cabinet has approved the setting up of the Integrated Transport & Logistics Authority (ITLA), a special purpose vehicle. Prime Minister Narendra Modi chaired the meeting.

The body aims to end the problem of fragmented planning across several transport ministries and agencies. It will focus on coordination and multi-modal integration.

A master plan for transport

  • ITLA will act as the apex body for transport and logistics planning, research, project appraisal, monitoring, policy support and data analytics.
  • It will prepare a National Transport Master Plan covering a horizon of ten years or more. The plan covers roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.

Projects above Rs 500 crore under watch

ITLA will carry out technical appraisal of central infrastructure projects costing Rs 500 crore or more. Financial appraisal will stay with the existing mechanisms.

It will also monitor transport and infrastructure projects above Rs 500 crore. It will offer a coordinated way to resolve issues and assess impact after completion.

Data and skills

ITLA will build a National Transport Data Repository. It will draw data from sources including the GSTN e-way bill, FASTag, Vahan, GPS-based systems and urban traffic management systems.

The authority will also review and update the National Logistics Policy (2022). It will run capacity building, training and skilling in logistics, and promote research and innovation.

The government says ITLA will help realise India’s Vision 2047. It aims to strengthen multimodal connectivity, cut logistics costs and improve India’s global logistics competitiveness.
