Asia’s first Telecom Manufacturing Zone (TMZ) is coming up in Gwalior, Madhya Pradesh, and Union Home Minister Amit Shah is set to attend its Bhoomipujan on 29 October 2026.
Shah has accepted the invitation from Union Minister for Communications and Development of North Eastern Region Jyotiraditya Scindia, who has driven the project for over two years.
Investment and jobs
The TMZ has attracted investment proposals exceeding ₹5,500 crore. It could generate more than 18,000 jobs.
- Delhi roadshow: commitments of about ₹3,500 crore, with potential for around 14,000 jobs.
- Mumbai roadshow, held on 4 August: commitments of about ₹2,000 crore, with potential for around 4,000 jobs.
- Bengaluru investor meeting with telecom, electronics, semiconductor and technology companies: additional proposals of about ₹700–800 crore.
The Department of Telecommunications and the Madhya Pradesh government signed an MoU for the TMZ in July 2026. Scindia and Chief Minister Dr. Mohan Yadav then led the roadshows.
Funding and structure
The Government of India is providing 100% financial assistance of ₹493 crore for the first phase of infrastructure. The Madhya Pradesh government has made about 170 acres of land available free of cost.
A Special Purpose Vehicle has been set up for implementation. The Madhya Pradesh government holds 51% equity and the Department of Telecommunications holds 49%.
The zone will work on a plug-and-play model, similar to a Special Economic Zone. Companies will get ready infrastructure, common facilities and an enabling environment to start manufacturing quickly.
What the zone will do
The TMZ will support manufacturing of telecom equipment and components. It will also build capacity in design, research and development, testing and innovation.
The zone will also host industries linked to optical fibre, semiconductors, and advanced technologies such as 5G and 6G. Scindia said more than 24 manufacturing units and telecom-linked companies would be brought together there.
The site is at the Shrimant Madhavrao Scindia Counter Magnet City (SADA) in Gwalior. Scindia recently inspected the land and directed officials to move the work forward in a time-bound manner.
