Industries across the NCR must install additional PTZ cameras by 31.10.2026 to monitor fuel use in real time. The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) issued the order to tighten monitoring of industrial fuel use and compliance.
Where the cameras must point
The new cameras are in addition to the locations already set by the Central Pollution Control Board (CPCB). Industries must set up cameras to cover:
- All fuel storage areas.
- All fuel charging points.
- The gas gauge or meter, where a unit uses gas-based fuel.
Live feeds and power backup
Industries must stream the video feeds in real time to the servers of CPCB and the respective State Pollution Control Boards (SPCBs) or the Delhi Pollution Control Committee (DPCC). Each industry must also keep its cameras and their connectivity on adequate power backup.
CPCB and the concerned SPCBs/DPCC must build portals and other infrastructure to receive these feeds. The order says this will allow remote monitoring of fuel-use practices and help enforce the Commission’s directions. The concerned SPCBs/DPCC must report the status of implementation to the Commission by 01.11.2026.
Why the order was issued
The Commission had earlier prescribed a standard list of approved fuels for NCR, including for industrial use. Its Flying Squads, during incognito inspections across the NCR, found unapproved fuels being used in several cases. The Commission said this persistent use made real-time monitoring necessary.
The order comes as industrial emissions add to poor air quality in the NCR and adjoining areas, a concern that grows in the winter months. CPCB had already required PTZ cameras alongside real-time Online Continuous Emission Monitoring Systems (OCEMS) for certain industries. Those cameras must capture the OCEMS port-hole and flue gas emissions from the stack for textile and food processing units with boilers, and fume extraction and furnace feeding areas for metal units.
