The Indian Council of Agricultural Research (ICAR) today reviewed the progress of nine committees constituted to consider key action points emerging from the 5th National Conference of Chief Secretaries held in December 2025. The review meeting was chaired by Dr. M.L., Secretary, Department of Agricultural Research and Education (DARE) and Director General, ICAR. Jat did it.
These committees are working on 28 action points aimed at strengthening human capital for a developed India, with special focus on higher education, skills, innovation and capacity building. This review was undertaken to assess the progress made by the Committees and to assist in formulating timely actionable recommendations.
Dr. M.L. Addressing the meeting, JAT stressed the need for evidence-based, measurable and implementable recommendations to strengthen human capital and higher education towards a developed India. He emphasized that the recommendations should be supported by relevant data, documentary evidence and best practices, leading to effective implementation and measurable results.
Dr. Yashpal Singh Malik, Deputy Director General (Agricultural Education), ICAR, in his opening address highlighted the importance of coordinated efforts of the committees to address the identified action points within the stipulated time frame. He stressed the need for a structured approach to translate the discussions of the National Conference of Chief Secretaries into concrete and implementation friendly outcomes.
During the meeting, member secretaries of nine committees presented progress reports on their respective work points. The presentations covered key achievements, progress made in identified areas, existing shortcomings and proposed recommendations. The discussions also focused on strengthening the recommendations through relevant data, evidence and best practices.
The review provided an opportunity for the Committees to assess progress, identify areas for further focus and coordinate ongoing efforts towards strengthening higher education, skills, innovation and capacity development.
The meeting concluded with the Committees emphasizing on timely submission of evidence-based, measurable and implementable recommendations for further consideration and action.
