A two-day brainstorming camp of Pradhan Mantri Gram Sadak Yojana (PMGSY) was organized on 5-6 October 2026 at Bharat Mandapam, New Delhi. It was attended by senior officials and representatives of States/UTs, policy makers, technical experts, knowledge partners and other stakeholders. Its objective was to deliberate on future action to strengthen rural road connectivity through PMGSY.

Over the last 25 years, PMGSY has emerged as a revolutionary program to facilitate rural connectivity. Under this, about 8 lakh kilometers of rural roads have been constructed in various phases of the programme. Under PMGSY-IV, with a budget of ₹70,125 crore, it is targeted to construct approximately 62,500 km of all-weather roads to connect 25,000 eligible unconnected villages/habitations.

In the Chintan Shivir, Hon'ble Union Rural Development Minister stressed the need for timely completion of under-construction works, expeditious completion of the process of issuing Detailed Project Report (DPR) and tender, improvement in quality of construction, preventive maintenance and strong accountability at all levels.

Rural Development State Minister Mister Kamlesh Paswan stressed the need to closely monitor the pending and delayed works, especially in the difficult and north-eastern areas. He stressed on enhancing the responsibilities of the contractors during the stipulated five year maintenance period, examining the genuine deficiencies in the connectivity facility under PMGSY-IV and creating better coordination among all the concerned parties to timely resolve the bottlenecks during the work. He also urged the states to complete the works on time and adopt green technology in PMGSY works.

Rural Development Secretary Mister Rohit Kansal Told the people present about the new schemes launched under PMGSY. Their objective is to strengthen the existing system and run it in a transparent manner. He urged the concerned States/UTs to rapidly adopt these tools and make maximum use of the new technology. This will improve the quality of construction and help the Ministry to analyze and solve problems.

The Rural Development Secretary stressed on timely completion of the targets set for making all-weather roads. Maintenance and quality are very important aspects under this scheme. He urged all the senior representatives of the states to work in mission mode with the right action plan for better work. He mentioned the goals achieved under the plan, but also stressed the need to achieve the next goals.

The Rural Development Secretary welcomed and congratulated all the participants from across the country participating in the ‘Chintan Shivir’. He appreciated their presence and active participation at this important forum and acknowledged their key role in implementing this important scheme. He emphasized that the collective experience, commitment and contribution of all concerned will go a long way in strengthening the scheme and achieving its objectives.

The Chintan Shivir reiterated the Government's resolve to create quality, sustainable, climate-resilient and technology-enabled rural road infrastructure that can deliver long-term socio-economic benefits to rural communities.
